Heart of the City Neighborhoods mission is to create, facilitate and support housing and neighborhood development in the central core of the City of Buffalo. This is accomplished by creating programs to improve the quality of residential housing, assisting private developers, neighborhood leaders, the City and other not-for-profit organizations to develop sustainable projects to improve Lower West Side neighborhoods.
The renovation of the former Norban's into Buffalo's first downtown hostel was HCN's first renovation project, completed in 1998. The project saved an architecturally interesting, small commercial structure and had brought international travelers into the heart of the City.

This once vacant, dilapidated building was purchased and rehabilitated by two dedicated HCN Board Members. In partnership with other Board Members and neighborhood volunteers, they converted one unit into the business office for HCN and the other into a two-bedroom residential unit.

Heart of the City Neighborhoods, Inc. (HCN) is a 501(c)(3) not-for-profit Community Development Corporation created to stabilize Buffalo's core communities bounded by Michigan Avenue on the east, Lake Erie on the south, the Niagara River on the west and Porter Avenue on the north, through redevelopment, neighborhood stabilization, and affordable housing development.
Working together with residents and neighborhood organizations such as West Side Neighborhood Housing Services, the Local Initiatives Support Corporation, the Community Preservation Corporation, and financial institutions and real estate professionals to make stabilizing and creating integrated, mixed income neighborhoods where individuals and families of all incomes will have a better quality of life and take pride in their property, their street, and their community.
