HOCN's Q2 2026 Commercial Revitalization Updates

Heart of the City Neighborhoods continues advancing commercial revitalization efforts across Buffalo’s East Side through the East Side Building Fund (ESBF) initiative in partnership with Empire State Development. This transformative portfolio represents one of the largest concentrated investments in neighborhood commercial corridors in the city, supporting property rehabilitation, business retention, economic development, and long-term community revitalization.
During the second quarter of 2026, all 26 ESBF-funded projects continued moving forward through various stages of development, including planning, design, environmental review, permitting, bidding, contracting, and construction. Several projects reached significant milestones during the quarter, while others advanced through critical pre-construction activities that position them for redevelopment in the months ahead.
Progress across the portfolio reflects ongoing collaboration among property owners, contractors, design professionals, City agencies, and Empire State Development. Together, these partners are helping transform long-vacant and underutilized commercial properties into safe, productive spaces that support neighborhood businesses, create opportunities for investment, and strengthen Buffalo’s historic commercial corridors.
While redevelopment projects often require extensive coordination, review, and regulatory approvals, the ESBF portfolio continues to build momentum. Each project represents a step toward creating vibrant, economically resilient neighborhoods and preserving important community assets for future generations.
