Heart of the City Neighborhoods offers income-based funding towards needed home repairs that affect a tenant’s ability to remain safely in their home.

Anti-Displacement Small Repair Program

Does your tenant occupied unit have a repair that requires immediate attention? Heart of the City Neighborhoods is helping small landlord’s and their tenants complete home repairs to avoid triggers of displacement due to deferred maintenance. Repair funding is provided in the form of a conditional grant. HOCN is able to assist tenant occupied homes in the Niagara, Masten and Ellicott Council Districts.

What qualifies for repair under this program?

Anti-Displacement small repairs are limited to health and safety hazards that make it unsafe for a tenant to reside in the home. This can include inoperable heating systems and hot water tanks, inoperable appliances, extermination of pests, eliminating moisture/leaks that are causing mold or mildew, or restoring utility access. Please note that funding is limited and can only assist with minor repairs, not full unit or major renovations.

Are you eligible for assistance?

  • Do you need a minor repair in your home to help keep your tenant’s unit warm, dry and safe?
  • Is your property located in the Ellicott, Masten, or Niagara Council District in the City of Buffalo?
  • Do you have a lease agreement with your tenant?
  • Are you up to date on (or on a certified payment plan) all of your taxes, obligations, and fees?
  • Does your tenant’s annual, gross household income fall below the required income limits defined by HUD? (Please review the income chart to the right. Please call our office for more household income and asset limit information.)

If you can answer ‘YES’ to all of these questions, you may be eligible for assistance!

How can you apply?

Spaces are limited and applications are taken on a first-come, first-served basis, as available.
