RESTORE program, urgent home repairs for senior homeowners ages 60 and older.

RESTORE Program

Are you in need of an urgent repair to remain safe in your home? The Residential Emergency Services to Offer (Home) Repairs to the Elderly (RESTORE) program, administered by Heart of the City Neighborhoods, Inc. (HOCN,) provides financial resources to assist senior citizen homeowners age 60 and over located in certain City of Buffalo neighborhoods with the cost of addressing emergencies and code violations that pose a threat to their health and safety or affect the livability of their home. Assistance with the cost of these critical repairs will enable seniors to continue to live independently in their homes. This program is funded by NYS Homes and Community Renewal.

What types of repairs are eligible?

This program may only address emergency repairs that will eliminate a hazardous condition or physical deficiency that poses an immediate threat to structure habitability or the health or safety of the senior resident, including:

  • Repairs or replacements of failed heating system and hot water tanks, repair, stabilization or replacement of damaged or leaking roofs*, chimneys, roof vents and gutters. *funding is limited and cannot address a full tear-off replacement. The Emergency Assistance Program can assist with full tear-off replacements.
  • Correction of structural issues that create an immediate safety hazard, including foundations, floors, doorways, and decks for entry or egress.
  • Broken, inoperable or unsecured windows and door repair or replacement.
  • Repairs to stairs that are a means of egress, both interior and exterior.
  • Repairs to broken, cracked or damaged sewage and main water lines.
  • Repairs to electrical systems that present hazards.
