Heart of the City Neighborhoods offers financial support towards rental arrears and utility arrears for tenants in the Niagara, Masten, and Ellicott Council Districts in the City of Buffalo.

Anti-Displacement Rent and Utility Assistance

Have you fallen behind on your rent? Heart of the City Neighborhoods is helping tenants get caught up on their rent and utilities to safely remain in the apartment and prevent displacement. Support of up to $3,400 per household is provided in the form of a conditional grant. HOCN is able to assist tenants in the Niagara, Masten and Ellicott Council Districts.

If awarded, landlords/utility companies will receive arrears payments directly. The landlord/owner must agree that there is no basis to seek tenants’ eviction at this time and that no eviction without cause will be initiated against the tenant at this time.

If approved for rental arrears assistance, up to 3 months of additional rental assistance may be available for those continuing to struggle during the ongoing COVID-19 pandemic.

Are you eligible for assistance?

  • Do you currently have documented rental arrears or utility account arrears associated with the unit you are renting?
  • Is your apartment located in the Ellicott, Masten, or Niagara Council District in the City of Buffalo?
  • Do you have a lease agreement with your landlord?
  • Does your annual, gross household income fall below the required income limits defined by HUD? (Please review the income chart to the right. Please call our office for more household income and asset limit information.)

If you can answer ‘YES’ to all of these questions, you may be eligible for assistance!

How can you apply?

Funding is limited and applications are taken on a first-come, first-served basis, as available.
